TERMS OF USE

  1. The online portal https://digitallibrary.parliament.gr/ (hereinafter referred to as the "Repository") is owned by the Hellenic Parliament. The content of the Repository is produced and owned by the Hellenic Parliament, except where explicitly stated otherwise regarding the origin of specific content.

  2. Browsing the Repository and using its content presupposes the user's unconditional acceptance of the terms of use included in this document.

  3. Use of the Repository must be conducted exclusively for lawful purposes and in accordance with the law.

  4. Visitors to the Repository must refrain from any actions or omissions that may undermine the proper and legal functionality and availability of the Repository.

  5. The content of the Repository is open to the public. Specifically, the content may be read as made available for as long as it remains so. Except as provided in paragraph 6 of this document, storage, use, and republication of parts of the Repository's content are permitted, provided there is explicit acknowledgment that it is a republication from the Repository of the Library of the Hellenic Parliament, including the date of access, as well as a reference to the relevant link, where feasible.
    Additionally, the Creative Commons (CC) licenses specified in the metadata of each document apply. Specifically, the following licenses apply:

    a) Attribution 4.0 (CC-BY)
    This license allows users to redistribute, adapt, modify, and create derivatives of the work, even for commercial purposes, provided the original creator is explicitly credited along with any modifications made to the original work.

    b) Attribution – Non-Commercial – No Derivatives 4.0 (CC BY-NC-ND)
    This license allows users access to and redistribution of the work, provided the creator is credited, but prohibits any modifications or redistribution for commercial purposes.

    In all cases, all intellectual property rights regarding the content and any copies created from it remain reserved.

  6. The Repository includes specific content governed by the IN COPYRIGHT license (http://rightsstatements.org/vocab/InC/1.0/) in combination with the following terms:
    For content explicitly identified as third-party property and not owned by the Library of the Hellenic Parliament, such as newspapers, magazines, and the BBC Greek Service Archive, the general terms of intellectual property law (Law 2121/93, as amended) apply. For newspapers and magazines, the specific terms of the non-exclusive license agreement granted by the Organization for Collective Management of Literary Works (OSDEL) to the Library of the Hellenic Parliament for their posting on the Online Portal also apply. Specifically:
    a) A non-exclusive license is granted for the reproduction, digitization, storage, distribution, and presentation to the public of press works (text and/or images) created by Greek or foreign creators, from Greek or foreign press works (newspapers and magazines), to the extent necessary for the Repository's activities, exclusively for journalistic works of text and image that are out of commerce.
    b) If a work or excerpt that the Library wishes to present to the public is already available online and legally posted on the website of the rightful publisher, it is not considered "out of commerce," and the Library is explicitly prohibited from reproducing, digitizing, or storing the legally available work.
    c) It is explicitly prohibited to transfer or store the agreed-upon content on networks other than the one for which the reproduction license is granted. Downloading to user devices or printing the material for any use is also prohibited. The Repository provides only the "view-only" option for public access.
    d) For any other use of the works or their excerpts (e.g., publication in a book or magazine, on the internet, on television, or as part of a public presentation using computer software), a new license from the rights holders is required, and the interested party must contact the publisher or OSDEL directly.

  7. Every effort is made to ensure that the content of the Repository is complete, accurate, truthful, secure, and highly available. However, the Library of the Hellenic Parliament is not responsible for any errors in the posted content, handling errors during the posting process, or network issues that hinder access to the Repository or cause delays in its operation. The Library of the Hellenic Parliament is not liable for any damage (direct or indirect, positive or consequential) caused to visitors/users from using the Repository's website, provided data, and electronic services, or from the inability to use them, or from delays in their use, including any other damage resulting from omissions, errors, defects, viruses, or malicious software that may cause issues, damage, or destruction to users' devices.

  8. The terms and conditions of use of the Repository, as well as any modification or change to them, are governed and supplemented by national and European law and relevant international treaties. Any provision of these terms found to be contrary to the legal framework or rendered invalid automatically ceases to apply and is removed from this document without affecting the validity of the remaining terms.

  9. The terms and conditions of use of the Repository constitute the entire agreement between the Library of the Hellenic Parliament and the Repository visitor and are binding only on them. Any modification of these terms of use is not considered and does not form part of this agreement unless it is documented in writing and incorporated into these terms of use. These terms of use take immediate effect in their entirety. The Library of the Hellenic Parliament reserves the unilateral right to modify, add, or change the content or services of the Repository, as well as its terms of use, whenever deemed necessary, without prior notice.

The Repository of the Library of the Hellenic Parliament was developed with usability, equal and open access for users/visitors as its main design principles.
