Information on the Processing of Personal Data

Purpose of the Information

This document pertains to the processing of data through the online portal of the Library of the Hellenic Parliament at the secure address https://digitallibrary.parliament.gr/ (hereinafter referred to as the "Repository") and is addressed to its visitors, referred to as "data subjects" as described below.


Useful Definitions

  • a) "Personal Data": Information that identifies or can lead to the identification of a natural person (such as name, postal and email address, contact details, etc.), referred to as the "data subject."

  • b) "Processing": The collection of Personal Data and any other operation performed on it, such as recording, organizing, storing, modifying, retrieving, transferring, deleting, etc.

  • c) "Data Controller": The natural or legal person, public authority, or other entity that, alone or jointly with others, determines the purposes and means of Processing and is responsible for it towards the data subjects.

  • d) "Firewall": The "Web Application Firewall" (WAF) installed by the Hellenic Parliament for the security of the Repository.

  • e) "Data Logs": Digital records of the Repository's traffic, stored in the application servers used by the Hellenic Parliament for its operation.

  • f) "Cookies": Small data files in text format used by the Repository and installed on the electronic device you use to access the internet and the Repository (personal computer, mobile phone, tablet, etc.) (see “Cookie Policy”).


Data Controller

The Controller responsible for the data processed through the Repository is the Hellenic Parliament, which you can contact at: library@parliament.gr.


Data Automatically Collected

The Hellenic Parliament does not directly collect your personal information through the Repository, but only anonymous technical identifiers collected globally by all websites. These include:

  • IP address,
  • Browser type,
  • Operating system,
  • Internet service providers,
  • Pages and links you visit within the Repository.

These details constitute Data Logs and are automatically recorded on the Repository's servers, except for the IP address, which is only logged in the firewall (WAF) and not on the servers. These data could only lead to your identification in exceptional cases of malicious use of the Repository.

These data are collected and processed as long as necessary for the uninterrupted operation and security of the Repository, based on a duty to protect the public interest and within the framework of the public authority assigned to the Hellenic Parliament by the Constitution and applicable law.


Data You Provide

  1. If you wish to activate registration/login and communication services with the Library of the Hellenic Parliament, additional personal data (e.g., username and email address) that you provide via the "Contact Form" will be collected. The collection and processing of this information is based on your consent, as outlined in the relevant informational text available in the Repository.

  2. The Library reserves the right to keep records of this communication and the information exchanged. These records are maintained for as long as needed to ensure the uninterrupted operation of the Repository, in accordance with Article 6(1)(e) of the General Data Protection Regulation (GDPR) (EU 2016/679).

  3. Personal data processed for the purposes mentioned above are retained for as long as required under the Constitution and current legislation, for the uninterrupted functioning and security of the Library, and for archival, statistical, scientific, or historical research purposes.

  4. The Hellenic Parliament does not disclose or transfer personal data processed through the Repository to third parties unless user consent has been obtained, or the transfer is required by applicable law. Anonymous data may be shared for statistical or research purposes.

  5. Personal data will be processed by authorized personnel of the Library or other relevant Parliament services who require access to fulfill their duties. The Hellenic Parliament implements appropriate technical and organizational measures to ensure data security, including pseudonymization, encryption, and testing of security measures.


Your Rights and How to Exercise Them

As a user/visitor to the Repository, you have the right to:

  • a) Contact the Library of the Hellenic Parliament at library@parliament.gr or the Secretariat of the Library at the following address:
    Hellenic Parliament Building (Syntagma), 100 21 Athens, Greece, Tel.: +30 210 3707227, to inquire about data processing or exercise your rights of access, deletion, correction, restriction, and objection under GDPR and Law 4624/2019.

  • b) File a complaint with the Hellenic Data Protection Authority if you believe your data has been violated (https://www.dpa.gr/, Kifisias Ave. 1–3, 11523 Athens, Greece, Tel.: +30 210 6475600).

If any changes to the Repository's operation involve personal data processing, the Library will update this information and post it to inform users, ensuring they can effectively exercise their rights.


Cookie Policy

When browsing the Repository (https://digitallibrary.parliament.gr/), the Hellenic Parliament may collect user identification data using cookies.

Cookies are small text files stored on your device during your visit. Cookies:

  • Do not access your device's data or harm your system.
  • Are categorized as:
    • Session Cookies: Temporary cookies deleted when you close your browser.
    • Persistent Cookies: Remain stored until their expiration date or manual deletion.
